JOB PURPOSE: This position has responsibility for developing and implementing overall financial and technology strategies to provide highly reliable, financially self-sustaining, and affordable wholesale telecommunications services delivered to retail service providers. This position also develops long term strategies and manages the functionality and reliability of the Chelan PUD’s (District) telecommunications infrastructure and systems. This position is fully responsible for designing and implementing a revenue structure and the associated rates designed to recover the District’s ongoing cost of providing reliable fiber service to Chelan County.
JOB FUNCTIONS To perform this job successfully, an individual must be able to perform each essential function (EF) of the job satisfactorily. Essential functions are those activities that, if not performed, would significantly and fundamentally alter the position.

EF 30% Direct the analysis, formulation, and implementation of strategies to provide highly reliable, financially self-sustaining, and affordable wholesale telecommunication services to include evaluation of technology necessary to keep the network up to date. Oversee the design, development, and pricing of wholesale services to retail service providers or other entities.
2. EF 20% Organize, coordinate and direct wholesale telecommunication operations, maintenance, and build-out activities. Achieve high operational reliability standards, minimizing outages and ensuring rapid service restoration when outages occur.
3. EF 15% Create, develop and maintain relationships to enable the incumbent to a) monitor and influence legislative/regulatory opportunities; b) monitor and assess changes in the telecom industry which may impact the District operations; c) create opportunities for relationships that will better utilize the District network in order to best position the PUD to compete in a competitive telecom marketplace.
4. EF 10% Formulate, develop, and implement departmental business plans, maintenance plans, staffing plans, performance metrics, policies, and procedures. Direct the preparation of annual operating and capital budgets. Establish realistic operating cost and revenue targets designed to achieve a financially self-sustaining business unit. Present to the General Manager for review.
5. EF 10% Monitor financial performance of the fiber business unit and provide direction to control costs and/or modify revenue structure and agreements to ensure performance targets are achieved.
6. EF 10% Provide governance support to the General Manager and the Board of Commissioners. Participate in team or committee assignments as directed by the General Manager. Attend Board meetings and other outside agency meetings as required. Prepare or review reports, correspondence, studies, and other documents; review action to be presented to Board of Commissioners; provide recommendations as appropriate.
7. EF 5% Direct the negotiation, development, and administration of contracts for purchases and services to support the fiber and telecom operations.
8. EF Ongoing Lead by example to promote and monitor safe working conditions and utilization of safe work practices.
9. EF Ongoing Represent the District on various committees and in industry forums. Establish effective internal and external relationships with stakeholders such as regulators, policy makers, internet service providers, customer groups, the Board of Commissioners, and District personnel.
SUPERVISORY RESPONSIBILITIES: Manages two or more subordinate supervisor(s) who supervise a total of thirty or more employees in the Fiber and Telecommunications department. Is responsible for the overall direction, coordination, and evaluation of these units. Directly supervises 1 or more non-supervisory employee(s). Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
COMPENSATION & BENEFITS: In addition to a competitive salary range to the low $200,000's (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 27 days per year. Post-Secondary Education: Typically requires a Bachelor of Science degree in Engineering, Telecommunications, Computer Networking, Information Technology or Business Management or a related field or the equivalent combination of education, experiences and training that provides the required knowledge, skills, and abilities.
Experience: Typically requires a minimum of ten (10) years’ experience in a telecommunications field, with five (5) years of experience organizing and directing telecommunication activities; ideally in a fiber-to-the-home or Internet Service Provider (ISP) environment.
